Shanghai rolls out measures to facilitate cross-border trade

Shanghai has introduced a package of measures for 2026 aimed at further facilitating cross-border trade, including initiatives to streamline services for international exhibitions, transfer passengers, pharmaceutical imports, and international shipping operations.

For international exhibitions, filings and security permit applications will be integrated into a single online portal. Temporary import and export procedures for exhibits will also be simplified through a "single filing, multiple submissions" service.

The measures further allow cosmetics and food products to be used for on-site trials and tastings during exhibitions. Exhibits may also be transferred after events to special customs supervision areas or bonded facilities.

In the pharmaceutical sector, Shanghai will streamline documentation and customs clearance procedures for imported medicines, including radiopharmaceuticals and medical isotopes. Importers will also be able to print the Drug Import Note through a self-service system.

To improve the experience for international travelers, Shanghai will support airlines in optimizing route networks and expanding international transit connections. At Shanghai Pudong International Airport, boarding-gate facilities will be upgraded, and end-to-end self-service boarding powered by facial recognition will be further advanced.

Authorities will also strengthen cross-departmental data sharing involving transfer passenger identity information and baggage data, while enhancing regulatory services and security screening procedures.

In maritime transport, Shanghai will support international transshipment and cargo consolidation services. Overseas cargo may be deconsolidated and reconsolidated with domestic cargo before being re-exported.

The city will also promote cross-regional mutual recognition of maritime regulatory results and expand a pilot program allowing a single inspection of dangerous goods intended for export, including products containing lithium batteries, to be recognized across multiple locations. In addition, a one-stop departure procedure will be introduced for vessels engaged in international voyages.
