Shanghai aims to lead China in new industrialization

Shanghai aims to maintain annual growth in industrial added value above 20 percent by 2030, with the output value of strategic emerging industries expected to account for more than half of the total, according to official sources.

Shanghai aims to lead China in advancing new industrialization during the 15th Five-Year Plan (2026-30) period by building a modern industrial system, developing world-class high-end industrial clusters and further elevating the Shanghai manufacturing brand, said Liang Shaolian, deputy director of the comprehensive planning department at the Shanghai Municipal Commission of Economy and Informatization.

Liang made the remarks on August 6 during a session on science and technology innovation and industrial development held as part of Shanghai Municipal People's Government open month 2026 at the Shanghai Experience Center of Digitization and Intelligence.

According to Liang, over the next five years, Shanghai will promote the coordinated development of artificial intelligence and integrated circuits to drive the transformation and upgrading of various industries.

"Both AI and integrated circuits are key emerging industries in Shanghai and play an important role in the nation's strategic development," Liang said.

"The city is home to more than 1,000 major integrated circuit companies, accounting for about a quarter of the industry's total scale nationwide."

Formerly known as the Shanghai Digital Transformation Experience Hall, the center is situated in the city's Yangpu district and highlights Shanghai's practical applications of AI across industries, featuring nearly 140 exhibits from 120 companies.
