Shanghai is set to implement the Global Science and Technology Partnership Program to deepen global cooperation and dialogue in science and technology, the Shanghai Municipal People's Government announced at an executive meeting on March 23.
The program, approved in principle during the meeting chaired by Shanghai Mayor Gong Zheng, aims to build an open, inclusive, and mutually beneficial platform.
It will leverage Shanghai's strengths, industrial layout, and development needs to target cutting-edge fields and advance international science and technology cooperation, aligning with the national strategy of building the Shanghai (Yangtze River Delta) international science and technology innovation center.
The city will also promote the exchange of scientific and technological personnel, upgrade high-level conferences and scientific organizations, and actively participate in the formulation and governance of international science and technology standards.
It will focus on resolving common issues in international cooperation by exploring data compliance and efficient data circulation mechanisms, improve its sharing mechanism for intellectual property rights, and remove obstacles for innovation entities looking to engage in international cooperation.
Shanghai's economy experienced a strong start in the first two months of the year. The municipal government pledged to maintain its focus and strengthen efforts to address new situations and challenges.
Emphasis will be placed on balancing the manufacturing and service sectors, fostering their integrated growth.
The government will also address challenges faced by enterprises, accelerate policy implementation, and work to prevent counterproductive competition.
