Shanghai AI sector generates an estimate of over $78 billion in 2025

Shanghai's artificial intelligence industry is estimated to have exceeded 550 billion yuan ($78.73 billion) in 2025, representing year-on-year growth of more than 30 percent, the Shanghai Municipal Commission of Economy and Informatization announced on Jan 6.

The anticipated expansion is being driven by the implementation of policies such as the "AI Shanghai 12 Measures" and the "Model Shaping Shanghai" action plan.

According to an official from the Shanghai Municipal Commission of Economy and Informatization on Jan 5, the city is intensifying efforts to help AI startups get off the ground by reducing the costs associated with computing, models, and data.

To further accelerate growth, Shanghai has rolled out a package of financial support measures, including the introduction of "computing power coupons, model coupons, and corpus coupons" as financial subsidies in Pudong New Area and Xuhui district. Eligible startups can receive up to 1 million yuan for each type of coupon, the official said.

Beyond the coupon program, a national AI fund totaling 60 billion yuan has been established in Shanghai and is operating in conjunction with the city's 22.5 billion yuan AI pilot fund.

At the district level, Xuhui has partnered with international venture capital and private equity firm HSG to establish an AI youth entrepreneurship base for promising projects led by individuals under the age of 35.

Meanwhile, the commission is collaborating with the Shanghai Stock Exchange to guide AI companies, preparing them for potential listings on the STAR Market, Shanghai's science and technology-focused board.
