Cyber Harbor opens in Lujiazui to fuel tech firms' global ambitions

Cyber Harbor — a new industrial park aimed at attracting both domestic and international internet technology companies, as well as boosting their performances — opened on June 16 in Shanghai's Pudong New Area.

It will serve as a technology hub, providing a comprehensive service platform for the cross-border expansion of companies.

Located in the Xinminyang area adjacent to the Lujiazui core business district, the park offers a range of services — including data security protection, AI-generated content creation, customized processing and compliance reviews for data exports.

The significant move comes as Chinese internet technology companies are actively expanding into overseas markets in sectors such as gaming, social media, short videos, e-commerce and application tools.

But these companies are also facing challenges including regulatory compliance, security reviews and business model localization.

Cyber Harbor head Huang Liang said the park would leverage Lujiazui's concentration of financial and professional services — combined with Pudong New Area's comprehensive service platform for outbound investment — to support internet technology companies in their global ventures.

Several companies have already established operations in Cyber Harbor, with a focus on artificial intelligence.

Shanghai Linshu Cultural Technology, a company based at Shanghai International Data Port, set up a subsidiary in Cyber Harbor to build an AI-powered content creation platform aimed at promoting cultural content and creative assets in global markets.

According to Liao Qinghua, an executive at Shanghai Linshu Cultural Technology, access to Lujiazui's financial resources would be a boon for business.

Liao said it would enable the company to explore complete solutions for cultural content creation, supply chain finance and cross-border payments — thereby lowering production and distribution costs for patented cultural exports.

As an ecosystem partner of Cyber Harbor, the Association of Enterprise Architects or AEA will assist resident companies in attracting top architectural talent and improving their internal architect training systems.

Gao Meihua, director of AEA China, said: "We can not only 'bring in' professional digital architecture talent and capabilities for enterprises, but also help them improve their global competence and project implementation capabilities in the process of 'going out' ".

That was in order to realize the simultaneous advancement of an enterprise's architect system and the overall digital and international development of an enterprise, Gao added.
