The General Administration of Customs of China has announced a set of new measures to support the upcoming seventh China International Import Expo in Shanghai.
The measures, outlined in the 2024 Guidelines for Customs Clearance and Facilitation Measures for the Seventh CIIE, aim to streamline customs procedures and enhance the experience for international exhibitors and visitors.
Key features of the new measures include the establishment of a permanent customs service office at the National Exhibition and Convention Center, providing continuous support and efficient handling of customs procedures. Customs officials will be present during the expo to offer on-site assistance.
To simplify customs processes, the guidelines introduce a system where the center provides a tax guarantee for temporarily imported exhibition items. This alleviates the need for individual tax guarantees for each shipment, expediting customs clearance.
Pre-event preparations are emphasized, with the center required to complete customs registration through a streamlined process. Quarantine items must receive prior approval, adhering to specified restrictions and prohibitions.
The customs clearance process for temporarily imported goods will follow an integrated model, with inspections and releases conducted at the port. During the expo, on-site inspections will ensure compliance with regulations.
Post-expo, options for handling exhibition items are outlined, including duty exemptions for consumable items meeting criteria and standard import procedures for items intended for sale. Technology will play a key role, with a digital platform overseeing exhibitor and item information for a more efficient regulatory environment.
