Shanghai has successively launched supporting policies on science, technology and patents to encourage local foreign-funded R&D and innovation centers to apply for or register intellectual property rights completed in Shanghai, thus further accelerating the development of foreign-funded R&D and innovation centers in Shanghai, and laying a solid foundation for the construction of Shanghai Technology Entrepreneurship Center.

In recent years, the Science and Technology Commission of Shanghai Municipality has actively encouraged and supported foreign-funded enterprises, including those funded by EU, to participate in joint research and joint application for scientific research projects with colleges, universities and scientific research institutions in Shanghai. Many foreign-funded enterprises actively participated in various projects and received support from the government.
