    In 2017, China issued the Measures on Management of Food Recall, stipulating that recalled food shall not be produced and circulated again. However, some foods voluntarily returned or adjusted by enterprises are also required to be treated as recalled foods.

    Food producers and operators are allowed to resell or donate foods within the shelf life and without food safety problems to welfare agencies. In addition, food producers can also sell or donate foods do not meet the food safety standards within the shelf life provided that remedial measures are taken to ensure food safety.

    In the Food Safety Law, it is recommended to cover food safety liability insurance. However, is it mandatory to cover the food safety liability insurance in practice?

    Shanghai includes high-risk food production and operation enterprises, important food production and operation fields related to people's livelihood, food fields with local characteristics, and key fields of food production technology application research and innovation into the scope of the food safety liability insurance pilot. Shanghai also encourages other food producers and operators to cover food safety liability insurance.

    Shanghai took the lead in introducing the food safety electronic traceability system earlier than other regions in China. Then, various regions introduced their own systems. An enterprise needs to meet the requirements of different systems in different regions. It is suggested that a uniform traceability system is applied throughout China.

    Food safety office of Shanghai, Jiangsu, Zhejiang and Anhui have signed a cooperation agreement to jointly plan the construction, strengthen the technical support for and perfect the supervision mechanism of the regional food safety information traceability system, thus promoting the social governance of food safety information traceability. In the meantime, active suggestion is put forward to use the same traceability system nationwide.

    Shanghai has quantitatively clarified some qualitative provisions of the Food Safety Law, such as requiring food safety management personnel to receive food safety centralized training of not less than 60 hours per person per year. We hope to get more information about this, such as who need to receive the training and what does the 60 hours of training exactly mean.

    These are clearly specified in Regulations of Shanghai Municipality on Food Safety and Measures for the Administration of Food Safety Knowledge Training and Assessment for Food Employees in Shanghai.

    Food safety standard for compound seasoning formulated by Shanghai is earlier than the national standard in this regard. However, Shanghai's standard is stricter, bringing enterprises higher costs.

    The national food safety standard for compound seasoning was enacted in June 2018 and will be implemented since December 2019. Then, Shanghai's local standard regarding this will be abolished and the national standard will prevail.
