Generally, antibacterial hand sanitizer is classified as solid waste rather than hazardous wastes. For solid waste, location-based disposal principle applies. As per regulations of Jiangsu Province on management of general solid waste and requirements of local ecological environment bureau, the general solid waste sampling is reported and managed online. Thus, the company may hand over this batch of solid waste to enterprise with disposal capacity for safe disposal, with relevant records made.

Halt production during major events. The enterprise strictly follows environmental protection regulations, but it is still ordered to shut down its production lines in case of major and large conferences in Shanghai, significantly impacting its production and operation. It is suggested that preferential treatment shall be given to enterprises strictly following the environmental protection regulations to maximally shorten the shutdown time during large conferences.

In pollution control organized in autumn and winter, for production lines satisfying relevant emission standards but still having large amount of total pollutant emission, Shanghai Municipal Bureau of Ecology and Environment has friendly and full negotiation with these enterprises and encourages them to reduce pollution emission during this period by reasonably arranging production plans. Shanghai is expected to improve its waste disposal capacity.

Shanghai is now preparing the Comprehensive Plan for Prevention and Control of Solid Waste Pollutants, in a bid to further improve its solid waste disposal capacity. By the end of 2018, Shanghai has formed the disposal capacity of 750,000 tons. In 2019, additional disposal stations will be built in Chongming, Shanghai Chemical Industry Park and other areas. The waste disposal needs will be basically met by the end of 2019.
