The Regulations of Shanghai Municipality on Safe Production is listed as key legislative research project of the Shanghai Municipal People's Congress in 2019. In legislative researches for revision of the Regulations, opinions and suggestions were sought from relevant enterprises through visits, symposiums, and other means.

Generally, principal of a hazardous chemical company is its legal person. However, in some companies, the decision-makers who organize and lead production and operation activities and work safety may not the board chairman, but the general manager (factory director) or anyone else. There are also some production and business operation entities that do not have enterprise legal person, with assets owners or production and business operation principals as their main principals. In case of long time absence of board chairman or general manager, executive deputy general manager or anyone else shall be deemed as the main principal. In addition, those who don't work in the entity but actually control the entity's production and operation activities shall also be deemed as main principal. The Emergency Management Bureau holds two training courses on safety certificates for foreign-funded enterprises each year from March to April and September to October, including two in Japanese and two in English. The safety certificate is issued for qualified participants after examination and assessment. The validity period of the certificate is three years, and can be extended after passing the re-training examination upon expiration. Moreover, the training class will be commenced once more than 25 applicants enroll for training.

Adhering to the idea of "No One-size-fits-all Approach, No Overall Shutdown", we will not force enterprises to shut down during CIIE, but those voluntarily doing so are encouraged. We'll control this as a whole from October 1 to 7 and November 1 to 11, 2019. In principal, hazardous chemical enterprises in Shanghai are prohibited to perform all inspection, maintenance, small test, pilot test, new trial production activities, as well as all hot work, operations in confined space, and other special operations. Those need to be engaged in aforesaid operations must report to local emergency management department in advance, with their principals presenting at the site for guidance and supervision.

The supervision patter of "random selection of inspection subjects and law enforcement personnel, and disclosure of inspection and treatment results" is applied to supervise and manage enterprises in difference classes based on their environmental management level and environment-related administrative punishment. As enterprises point out that centralized safety meetings and inspections after a major accident bring them great burden, we plan to further optimize the work mode and organize relevant work after safety accident in combination with daily supervision, thus reducing the impact on enterprises and easing their burden.
