On Oct. 8, on an executive meeting of the State Council, the Regulations on Improving Business Environment (Draft) was deliberated and passed, marking institutional guarantee for investment by various types of market players. The issuance of the Draft is regarded as a mark for the government to implement the reform of “power decentralization, proper administration and optimization of services”, meaning the sublimation of effective experiences and practices to legal regulations that are integrated into internationally advanced practices to specify basic norms of business environment, which treats domestic and foreign enterprises equally. It is specially mentioned in the Regulations that the state will enhance the protection for intellectual properties, strictly punish violations of intellectual property rights, promote the establishment of punitive compensation system and fully protect legal rights of owners of intellectual properties.
